The Inspector comes to meet the Casket family as soon as they crash land on the island. This is the first of many encounters—most of which end up with MegaMan fighting the pirates because the police force is utterly useless against them.

The Inspector is a secondary character and does not offer much as a character but he plays his part well enough.
