The Bright Bats
The Bright Bats are the weakest Rebel Rider gang in Teomo City, with hopes of rising to the top. Their hideout is in the city scrapyard. Although constantly in trouble with the police, they see themselves as a force of good in the city. Barrett and Aero received extensive coverage through screenshots and videos of the Prototype Version. Click on a member for more information.

During Prototype development, Roll and Data appeared in preview screenshots while MegaMan and Barrell were shown only through artwork. Roll is optimistic and determined to get MegaMan back. She gets involved with the people of Teomo City to make it happen.

The three Bonnes were all supposed to be getting visual overhauls to some extent, but we never got to see how they would have looked. Tron in her already established design did appear in game screenshots along with the Servbots. Teisel was also confirmed to be in the playable Prototype Version, though whether present visually or merely as a voice within the Donner Wels is unconfirmed. In addition to their pirating pursuits, the family also runs a little snack stand in Teomo called Oh My Gyros. In the Japanese version this location is a takoyaki stand called TakoBon.
The Roast Beefs

These Rebel Riders belong to the Roast Beefs, a rival gang to the Bright Bats. Their leader is Bullbreath, and they consider the docks to be their turf.
Additional NPCs
A number of NPCs were also featured throughout the development process. You can see what some of them may have been like here. The policeman picture may represent police chief Gonzo Goodman, Aero's father. The Teomo City police force is out to put a stop to the antics of the Rebel Riders.
